Mauritius is surrounded by the Indian ocean with a community of around 2300 fisherman that earn their living from the sea. As a tropical island, Mauritius receives 700,000 of tourists annually. The number is increasing by more that 8% every year as the ministry of Tourism is planning to multiply the number of tourists so that it reaches around 1.4 millions. We have more than 3000 small boats including pleasure crafts, fishing boats and tourist related vessels in Mauritius. The Emtel 3G network covers the whole island, including coastal region. Emtel has a range of 50 km network coverage in the surrounding Mauritian lagoon. This proves that boats moving in the local lagoon have direct contact offshore via mobile phone. This paper proposes a two-way communication between the sea and inland for a variety of purposes and stakeholders, ranging from fishermen, pleasure craft operators to scientists. However, it explores only the idea and enhancements to the existing proposed architecture for multimodality explained by Armoogum et al. [1] and it is based on the current state of technology in Mauritius. No tests were performed in the lagoon but we based on facts from Emtel claiming that they have 50 km coverage inside the Mauritian lagoon. Instead of just easing communication between vessels and the control centre inland, it shows how various communication possibilities can be explored with a new enhanced architecture along with the intelligent agent.

Besides fishing, there are a lot of leisure related activities that takes place in the Mauritian lagoon. We have activities such as undersea walk, snorkeling, scuba diving and catamaran cruises [2,4,6,9,10]. There are indeed an increasing number of vessels moving around on a regular basis in the local Mauritian lagoon. Furthermore, there are many scientific research that are also conducted regarding nestling of tortoises [3,5,8], endangered specifies in the lagoon as well as sea monitoring related to tsunami prevention alert [11]. Up to now, the local authorities has a vessel monitoring system via radio transmission [7,12]. Fishermen normally can call home using their own mobile phones. Most of them prefer to use Emtel due to its wide coverage area inside the lagoon. Due to the constant increase in the number of vessels in the lagoon mainly because of tourist related activities, there is definitely a need for a new mode communication. We have already conducted research on the architecture for multimodality [1]. A Flight information system was used to test the architecture. A telephony Application Simulator was used to simulate a real phone line. A 2.5 Nokia Phone was used to send SMS queries. An HP Ipaq pocket pc running SQL server mobile with Bluetooth connectivity was used to syncronise the smart mobile client (Pocket PC Application) previously installed on the pocket pc. Any user trying to make a phone call was automatically greeted by the agent and asked for the required flight number. The agent will respond to an error message if the flight number does not exist or with the corresponding flight information. The agent successfully recognized the predefined queries like ARR DEP TUESDAY and replied back to the user successfully. On the other hand, the mobile SQL database on the pocket pc was fully synchronized using Bluetooth. A smart mobile client running on the pocket pc is able to syncronise and even allows the user to browse in offline mode.
